Removed custom code + Added language packs

I removed some custom code within this phpBB instillation and added the languages: French and Estonian

I don't speak either language, so my posts will not be in either language, but it would not surprise me that many would prefer the board's interface being in their native language.

If there's any more languages I should add, please let me know.

Language settings can be altered under User Control Panel > Board Preferences.
